		<description>This fits in with an article over on my blog &lt;a&gt;mephistos.com&lt;/a&gt; where I am talking about the number of places where the oil companies are not drilling that are are currently allowed too do so.  I believe, if memory serves me as I wrote it a few days back that 75% of the leases in the Gulf of Mexico for oil drilling are not utilized according the agencies that manage the leases.
